How Groundwater is Managed Across East Texas
There are 16 Groundwater Management Areas (GMAs) throughout Texas, created by the Texas Water Development Board.
PCGCD works with other districts in GMA 11 to coordinate groundwater rules, plan for future water needs, prevent overuse, and protect long-term water availability.

Current DFC Planning Cycle Documents:
As required by Texas Water Code §36.108(d-2), all four GMA 11 member GCDs held public hearings on the proposed non-relevant aquifer classifications and the proposed DFCs within the 90-day public comment period (May 1, 2026 – July 30, 2026).
The Neches Trinity Valley GCD received public comments at their GCD public hearings and received written comments during the 90-day comment period. As required by Texas Water Code §36.108(d-2), Neches Trinity Valley GCD submitted a summary report on August 25, 2026, that summarized the relevant public comments they received to the GMA 11 Joint Committee for consideration at their next meeting scheduled for October 7, 2026. The results of the additional five GAM simulations approved by GMA 11 on April 28, 2026, and documented in Technical Memorandum 26-03 will be discussed and possibly acted on by GMA 11 in light of the NTVGCD comments.
The remaining three districts did not receive any comments and are not proposing revisions.
Also, as required by Texas Water Code §36.108(d-2a), these four GCDs’ relevant comments summaries are being posted on this website for a period of 30 days (September 4, 2026 – October 4, 2026).
