
The Panola County Groundwater Conservation District was created in 2007 by the 80th Texas Legislature, with a directive to conserve, protect, and enhance Panola County's groundwater resources.
On November 6, 2007, the citizens of Panola County approved the formation of the District to protect and monitor the aquifer resources within the District.
The District is committed to managing and protecting groundwater resources within its jurisdiction and to working with other stakeholders to ensure a sustainable, high-quality, and cost-effective water supply for future generations.
The District will strive to develop, promote, and implement water conservation and management strategies to protect water resources for the benefit of the District's citizens, economy, and environment.
The preservation of this most valuable resource can be managed in a prudent and cost-effective manner through conservation, education, management, and rule implementation.
Any action taken by the District shall be upon full consideration and deference to the individual property rights of the citizens residing in the District.

The PCGCD Board of Directors consists of nine members. These nine Directors are elected by the voters of Panola County and serve a four-year term.
The district observes the same four precincts as the Panola County Commissioners Court, with one at-large position.
Elections are held in November of even-numbered years, and a director may serve consecutive terms.

To be eligible for election as a director, an individual must meet the following requirements:
Be a registered voter in the precinct they seek to represent
Be at least 18 years old
Be a U.S. citizen
Have been a resident of the State of Texas for at least 12 months
Have been a resident of the district for at least 6 months prior to the regular candidate filing deadline, which is 78 days before election day
Not be totally or partially mentally incapacitated
Not have been convicted of a felony, unless pardoned or otherwise released from the resulting disabilities
